What you missed at the California State of Technology Industry Forum

Last week, I attended the State of Technology – California Industry Forum, hosted by Techwire.

The event brought together technology and professional service delivery vendors who provide IT and support services to State agencies. According to event speaker Joe Morris, Vice President of Research at eRepublic, public sector technology spending in California looks like this:

  • $7 billion State surplus
  • $8 billion spent annually on IT
  • $900 million in State contracts were awarded to 1,300 vendors through 7,000 purchase orders

Some of the event speakers included:

  • Amy Tong, California Department of Technology (CDT) Director and Chief Information Officer
  • Scott Howland, California Highway Patrol (CHP) Chief Information Officer & Chief, Information Management Division
  • Michael Wilkening, Governor’s Office Special Advisor on Innovation and Digital Services
  • Richard Rogers, CDT Chief Technology Officer and Acting Deputy Chief Information Officer
  • Ben Word, CDT Chief Enterprise Architect, Government Operations
  • Angela Shell, Deputy Director, Procurement Division, Department of General Services and Chief Procurement Officer

Topics discussed during the 4-hour event included the growing importance of AI, including the launch of a strategic initiative dedicated to this increasingly important technology. This strategic initiative will include Data Management; the development of an Information Security roadmap; a cloud first and cloud smart approach to be deployed on an as-needed basis, rather than a blanket solution; promoting a user-centric mentality when building government services; and using a modular and more agile approach to streamlining and improving project results.

I was particularly interested in the ‘Innovation in California’ panel which included Governor’s Office Advisor Michael Wilkening and CHP CIO Scott Howland. Chief Howland compared hamburgers to IT projects, likening the promise of innovative technology solutions to that of an advertisement for a juicy hamburger. The reality of what you receive often looks nothing like the photo—but, while it might be an imperfect version, it’s still a hamburger.

Chief Howland’s point was that the imperfect version was good enough to start with offered and a place from which to improve. This is the true path of innovation—to take risks, fail fast, and move on. He talked about the ‘mobile office’ patrol cars of the CHP workforce that will allow them to respond more quickly and more effectively, resulting in improved safety to citizens and communities.

Michael Wilkening from the Governor’s Office led his participation in the panel by announcing that there will be some key hires in the next few months. New hires include the naming of the Office of Digital Innovation (ODI) Director, as well as a Chief Data Officer—a true sign of the times!—who will likely lead the effort in promoting and implementing an overarching data use agreement that is currently being developed. (This data use agreement is inspired by an existing framework used within the Department of Health and Human Services).

Other ODI updates and projects in the pipeline include:

  • Earmarking $10 million for innovation. The expectation is that this will help spark the growth of several smaller projects.
  • Re-imagining the state’s website to improve and provide a more current experience in terms of how citizens interact with government. (See alpha.ca.gov to follow the progress of this undertaking.) Mr. Wilkening noted that a key to innovation is the importance of building greater trust in government among California’s citizens—increased trust means greater access to valuable data that will help define and inspire new services.

Department of General Services (DGS) staff closed out the conference with a panel discussion around procurement and the ways in which DGS is working to improve the process and experience. DGS discussed the arrival of RFI2, a unique program which incorporates a proof of concept portion. The importance of accountability on both parties (vendor and agency) was another point driven home by Amy Tong, who stood in for Marlon Paulo, who was unable to attend. DGS also invited vendors to contact the agency with questions, concerns, and ideas on how to improve the procurement process.

Overall, this was a great event that allowed many of us public sector vendors to reconnect with our partners and colleagues within the community. It provided an arena for us to access leaders within the State who are instrumental in defining the upcoming IT projects that many of us vendors will help support.

3 Ways Organizations can Achieve their Goals

A few weeks ago, I attended a networking event for Junior Achievement of Sacramento sponsored by the Sacramento Business Journal.

Dream Big & Reach Your Potential

Junior Achievement of Sacramento offers volunteer-delivered, kindergarten-12th grade programs to foster work-readiness, entrepreneurship, and financial literacy skills. Junior Achievement uses experiential learning to inspire students in our community to dream big and reach their potential.

Walking Down Memory Lane

Walking through the doors, memories of my involvement with Junior Achievement in high school came flooding back. Listening to business leaders at the ripe old age of 16, I recall feeling a sense of excitement and curiosity about what it would mean to “reach my potential.”

The concepts introduced over 40 years ago still resonate with me today in my role as an OCM consultant as I work with organizations and encourage them to, “dream big and reach their potential.”

Major organizational change is about transformation—it’s a process of profound and radical change that takes an organization in a new direction and drives them to reach their potential.

So, what can organizations do to bring the lofty idea of dreams and potential into reality? Consider adopting these concepts when embarking on your next change initiative:

Change Initiative Tips

1. Collaborate on the vision. A vision is an essential part of any change initiative—and something that’s recommended by all the change management methodologies.

Without a vision, organizational change efforts can lead people in circles or question the organization’s sanity.

A well-developed vision helps boost urgency and maintains focus on the future.

Effective visions start with senior leadership imagining the future—but it doesn’t stop there.

Creating a vision requires collaboration with key stakeholders at all levels to ensure buy-in and shared ownership.

2. Embrace change as an opportunity: While working on a reorganization project, I asked workgroup members what excited them about the project. One member responded “opportunity,” which was followed by several heads nodding in agreement.

Change provides the opportunity to think differently, repair what’s not working, and build on elements that contribute to an organization’s success.

To go back to Junior Achievement principles, part of change being an opportunity is the commitment to “dream big.” Allow project teams to realize this opportunity through their engagement and involvement.

3. Believe that challenges can be overcome: Have a little faith, my friends! If we can land a man on the moon or develop a hand-held device that provides answers to the most obscure questions in seconds, then organizations can overcome formidable challenges.

Leaders must put their trust in staff to lead the charge.

In order to develop solutions to challenges, an effective approach is to have those closest to the challenge together work together with people who are not.

Engaging the right people at the right time with the right skills and attitude can bring an end to what was once a daunting barrier.

Final Thoughts

It was an honor to be back at my former Junior Achievement stomping grounds—and to be reminded that no matter our age, job, or current project, we can always use support to help us achieve our big dreams.

California Digital Government Summit recap

For over 30 years, Sacramento has been home to some of the largest and most-anticipated government technology conferences on the west coast. This year’s Digital Government Summit was no exception.

About the Event

Hosted by Government Technology/e.Republic, the summit included key state and local government executives, technologists, and industry specialists to address the most important policy, management, and technology issues surrounding the future of digital government in the State.

This year’s event included an impressive line-up of guest speakers like Governor Newsom’s Advisor on Innovation and Digital Services, as well as representatives from the Department of Technology, the Government Operations Agency, and more.

Key Takeaways

Some of the most interesting topics from the breakout sessions included:

  • Re-inventing Customer Services
  • AI (machine learning and predictive analytics)
  • Census 2020
  • Autonomous vehicles
  • Design Thinking in Action (putting focus on people when designing new services and products)

The overall theme for this year’s summit was on customer-centered technology, so it was not surprising that a large crowd gathered to hear the latest chapter on the Governor’s plan for the Office of Digital Innovation (ODI).

Governor’s Goals

Summit attendees learned that Governor Newsom wants the State to be more innovative on how it interacts with clients. He believes government is not focused on customers like private industry and he wants that to change.

Some of ODI’s innovation goals include the following:

  1. Encouraging agile and modular approaches to project management, rather than “waterfall” models.
  2. Bridging silos, not blowing them up.
  3. Developing talent, creating a community, and investing efforts in a culture change.

Final Thoughts

Working for a private sector consulting firm that supports many state public sector agencies to digitally transform, it was encouraging to hear the innovation-focused message from the Governor’s office and other guest speakers and summit attendees—and to know that we are on the same page when it comes to using technology to better serve Californians.

KAI Partners was thrilled to attend the Medicaid Enterprise Systems Conference (MESC) last week in Chicago. MESC is an annual event bringing together public sector and private sector Medicaid leaders and partners to discuss issues around national Medicaid programs and systems.

A primary focus at MESC is claims management by Medicaid Management Information Systems (MMIS), provider management, and benefits eligibility management.

MESC is a critical meeting point for thoughtful dialogue, workshops, and demonstrations of new technologies. Over the course of three days, the KAI Partners team participated in several informational sessions, attended workshops, and had discussions on the trade show floor with new contacts and potential partners.

The conference provided insight into the various issues confronting systems across the nation and a valuable opportunity for us to share our knowledge working with MMIS technology, data warehousing, analytics, and business intelligence.

The themes of this year’s event centered primarily around the following:

  1. Health Care Innovation
  2. Medicaid Innovation
  3. Operations and Compliance
  4. Procurement and Contracting
  5. Interoperability
  6. Data and Analytics

These themes appeared throughout MESC sessions, where topics included the role of AI, Robotic Process Automation, Program Integrity, Modularity, Data Analytics, Organizational Change Management, Modernization, Outcomes-based approach to successful Medicaid system programs, and more.

From discussions at MESC, as well as our work here in California, we know the goals are to develop Medicaid solutions that are qualitative, supported by relevant technology, and that meet the needs of those who rely on these critical medical services.

One discussion centered around outcomes and encouraged technology vendors to be more active in pushing their technology further to achieve the desired outcomes—and to not be content with checking boxes on contract requirements.

Technology vendors were encouraged to engage in greater depth in understanding the limitations of the proposed system and to work with their public sector partners to achieve results that will have a meaningful impact on the populations served.

We were very encouraged by the session themes and with our discussions during the conference—they play to our company strengths and support our goal to serve a greater segment of the Medicaid enterprise. We look forward to pursuing opportunities that provide excellence in health care consulting and helping Medicaid departments achieve the programs and member outcomes for which they strive!

Ryan serves as an executive consultant providing communications support to one of California’s heath care agencies. He resides in Sacramento with his wife, Nikki, and their two dogs; in his spare time, Ryan enjoys experimenting in the kitchen and tinkering/building things in his garage.

Alexis Kalman: A graduate from UC Davis, Alexis spent over 10 years working with State Medicaid and other health and human service departments to develop, implement, and operate analytic warehouses and decision support systems. In her current role with KAI Partners, Alexis works as a technical project manager for a statewide education agency. Alexis is a board member at the YMCA of Superior California representing the Yolo YMCA. She also participates in both Boy and Girl Scouts with both of her children.

Building a Business Community in Sacramento

KAI Partners is a community of diverse and talented individuals who believe in the value of service. We actively engage with our clients to find solutions that meet their goals and objectives. As a local small business, we are also involved in the Sacramento business community.

We recently attended business events hosted by the Sacramento Metro Chamber and the Sacramento Business Journal. We gathered alongside other local businesses at two unique and important events helping to raise the profile of doing business in the Sacramento region and celebrating local businesses’ successes.

It is truly mind-blowing what transpires in a room filled with people from disparate groups who enter quietly…and who are then asked to engage and lean into conversations that ultimately unite them. Not only does the volume seem to exponentially rise, but the feeling of hope and potential seems to take hold, permeating the room and the bloodstreams of those in attendance.

Competitors become partners, strangers become friends, and dreams become reality.

KAI Partners attended a members’ meeting at the Metro Chamber, which gathers local business representatives to reconnect with the Chamber and allows them to engage with other local business members and those looking to join. We participated in a group activity which sought to better understand the why regarding membership in the Chamber. The results are below, and I don’t think you’ll be surprised by the answers:

Most everyone in the room seemed to be searching for a more personal connection to others in the community—they wanted to be part of something bigger than themselves and realized that in order to benefit from this important resource, they needed to actively engage.

The Fastest Growing Companies event, sponsored by the Sacramento Business Journal, was slightly more glamorous and involved a sit-down lunch, but it too was built on community and focused on raising awareness around the success that many businesses—50 to be exact—are experiencing in the region.

It is interesting to note that the combined revenue generation of the top 50 companies exceeds $500 million—an accomplishment that we can all get behind considering these are mainly small- to medium-sized businesses.

This event was a reminder that we can all be successful. In the words of Bret Fair of 360 Risk Partners, one of the companies highlighted at the event, “Focus on what you do best and do it so well that people start to talk about you.”
